Problems leveling TNO as thief

in Planescape: Torment: Enhanced Edition
So, when I level up as thief, my thief skills are capped below 100 (I'm guessing because my DEX isn't that high yet), so I can't spend all 20 points. And therefore can't progress past that screen. Any ideas?

    no mods. I figured a workaround - tattooed up to DEX 13, that let me max out the skills. Once they were all at least 100, it reduced the points I had to spend and let me level.

    I had the same problem and reported the bug earlier in the year. Equipping tattoos is what they told me to do as a work-around so it looks like you hit upon the right solution for the time being.
