NWNX_Names features ported

I know that this is a known issue but I didn't see it listed on any of the official channels for upcoming features for NWN:EE. I would request that the functionality that was created by the NWNX team to be able to assign a dynamic name to a player (changing the floaty text over their heads), be considered for inclusion in the EE version.

I noticed in the GitHub repository for the NWNX:EE it is listed there but I am don't know enough to know why it is not working.
