Constantly getting view blocked

Walking pc looking down, the view is being constantly blotted out by what looks like building tops in town and fog clip in other areas. Rotating views fixes and returns issue. Zooming right in can fix it, It seems to do it in multiplayer. Its done it for 2 different servers. I have installed CEP only. Very annoying!
Wondering if anyone knows this issue and how to fix?

    Try turning second story tile fade to on/auto in the options menu.

    That seems to have worked with buildings. I still had a foggy screen so i also turned off shiny water after trial and error toggling and its all looking good now.
