Cannot progress the "Ruling the De'Arnise Keep" quest

I've got lordship of the castle. I've collected thousands of gold in taxes. I've never had the keep messenger come talk to me to progress the quest to even give me the angry merchant. I've been to the underdark and back at this point. If I spawn the messenger using the console, he approaches me but doesn't have any dialogue. What do I do?

    Repeatedly. He keeps saying "I'm afraid I have very little to say to you."

    Nah, that's a reasonable thing to miss. Usually if some NPC needs to speak directly to Gorion's Ward they say so a lot more explicitly. I had to look at Majordomo's script in NearInfinity to figure it out.
