Chance to Learn Spells and Potions

I started a new HoF game and I'm wanting to try and play it fairly but even with 18 Intelligence, the chance to learn a spell is 85% which is not very high. It also seems that Potions of Genius are very rare. I have two Mages so it's an awkward situation. Oswald is selling a few Potions of Mind Focusing but at a hefty price though drinking one would give 97% chance (21 Intelligence).

So are you playing with chances or without? If not why and if yes, how do you manage?

For me, whenever I buy a bunch of new scrolls to learn, I just drop the difficulty down to Normal (or was it Low?) so that scribing scrolls automatically succeeds, then restore the difficulty back afterwards. Just saves the time saving and reloading to make sure it works. :P

I always edited the .2da file to set the chance to learn to 99%. It beats saving then reloading in case the character fails to scribe.

I was actually able to find 4 Potions of Genius in the first two chapters. I only gave one to each of my character and did two learning sessions so far (the last one after Orrick restocked). They didn't fail even once! So it seems fairly doable though spells can't be learnt immediately and must be hold onto until many scrolls have been gathered (or more Potions).

i did the same thing with the IE games, except i set it to 150% so even specialists wouldn't fail

Tweaks Anthology has also a component to do that, for those who don't want to edit the game files by hand.
(Section "Convenience Tweaks and/or Cheats" -> component "Easy Spell Learning")
