Platform Transfer Help?

I'm not sure if this is the right place, someone let me know if it isn't.

I was wondering if there is a way to get hold of games I've already purchased through other mediums?
For example, and in this case, having bought IWD:EE through Google play, and now I have access to my laptop again, wanting to get it there, but obviously I don't have it purchased on steam?

    That is not possible. Mobile, PC, and now console versions are separate apps from separate stores, and transferring a purchase from one platform to another is not possible due to legal reasons.
