Use Magical Devices

I installed the ee trilogy mod using the ee mod setup tool and seem to have picked a mod that adds Use magical devices. It pops up when i first have a character join the party, but only for one game. It does not seem to be working correctly.

This has locked imoen from casting spells or using wands after dual classing. Edwin and Dynaheir could not use either for SoD. Nalia and Aerie are okay so far in bg2.

I am curious if anyone knows which mod did that, if anyone knows how to fix, or where a better place to ask about this.
