Character Won't Run

My friend is playing a female, Elven, ranger and for some reason cannot run. My character is literally running circles around him.

We have confirmed that he is not in stealth or investigation modes, he is not encumbered (32 of 120). He says there is not "movement speed decreased" penalty next to his upper right character portrait. We have tried full rests and while this fixes the problem for me, it does not fix it for him.

    Have you tried checking his Shift key? Pressing Shift and moving results in walking, so if he has a sticky Shift key, he will always be walking.
