Rearrange party order PS:T for iPad?

I've tried dragging, holding and dragging, double tapping, double tapping holding and dragging, this is driving me nuts. The character portraits get all wonky with a weird highlight on them (not the green outline) I really don't understand.

    Our QA team have confirmed the PST party order problem internally and will log a ticket for it.

    Three years later and this is still broken. I have gotten them to accidentally change party order but there is no reliable way to do it. Swipe up, down, left, right, double tap, hold, on inventory screen or not, nothing works.
