Is there an editor on android?

I’d like to start a game in BG2 and add the stats as if I had gone through BG1 and collected all the tomes.

Is this possible?

If you mean like EE Keeper, if nothing has changed very recently, that can't be done on phone. You can, however, copy your saved game from Android to PC, edit it with EE Keeper and send it back. Here's a thread about that, maybe you find your answer there.
