On the contrary, I suspect it was Wotc that wanted a DOS game in their universe and asked Larian to do the game.
And while SOD get stupid bombing it's not the first time a game or film get such flaming, so Wotc may see past that.
I guarantee you that there were AT LEAST 3 different companies vying for the contract. Larian had recent successes where just about every company with actual experience in the genre had major set backs and mixed reviews. I'll eat my hat if this isn't why Larian was chosen
Necro-ing this thread, because its a real shame it never got finished . Every time I re-play these games every couple years, I look for this mod, and then feel pang of sadness when I see its still dead.
Artisan has mentioned some interest in possibly getting back to this mod on his discord, but has been busy with other mods (including a new open beta for Aura BG2, a new Mazzy romance, and an end of SoA mod; I believe Artisan also has K'vel BG2 has a higher priority and probably also Drake BG2). So I certainly wouldn't anticipate it soon but I wouldn't give up hope. The best way of contacting The Artisan is on that Discord.

Mods can take a while to make.
How fares progress on this mod?

The mod Shine on Caelar is the closest the IE modding community has gotten to releasing Caelar-related new content.
Artisan was planning to release lot of mods but axed most of them and mostly updates his old mods nowadays especially those tweaks/classes focused.
There is "Love Conquers All" which, besides making Corwin recrutible for BG2, offers an ToB Part for Caelar Argent, where you can free her from Hell;
