High level mages farming + arcane scrolls farming

Hi, two questions, assuming good aligned faction:

a) is there place in game with respawnable enemies that can drop 6-9 level scrolls
(I know about skeletons in unseeing eye quest)
b) Are there any locations with respawnable mages to fight at all?
c) Are Shadow Thieves vs vampire fights infinite? Ca

    a-b) Not forever, but using magic will attract the cowled wizards at least once a day.
    c) They're specific encounters but may happen randomly.

    Is there any other source of 9lvl spells prior to chapter 4 than cowled wizards? (Doesn't have to be infinite, random will suffice)

    In the vanilla game, random scrolls can sometimes be Spell Trap, a 9th level spell. And that's it. That's the only 9th level scroll you can get before chapter 4.

    The cowled wizards come after you seven times for using magic; one warning, five times with regular mages, and then the highest members. There's a one-hour timer before they'll come back; any spells cast within that hour are considered part of the previous violation.

    There are five encounters in the vampire/shadow thief sequence. They happen in a specific order, and are triggered by going near specific spots in the exterior Athkatla areas between midnight and dawn. You can have at most one per night.

    For an infinite source of random scroll drops ... if your reputation drops low enough that the guards come after you, the soldiers have a chance of dropping one set of high level scrolls (mostly level 6-7) and the mages another (mostly level 7-8, with that possibility of Spell Trap).

    What about BG2:EE it's also Spell Trap at most?
    What about watcher's keep

    Oh, right, Watcher's Keep. There's a bit more in there. Two scrolls of Wish, one from Aesgareth's game and one from Nalmissra at the final seal. Plus random scrolls that have a small chance of being Spell Trap. Since I never go that far down until ToB, I didn't think of it at first.

    No, it's not only the Cowled Wizards. There's nothing particularly special about them, really. Anything that drops the highest-level random treasure can drop Spell Trap, and that's possible in lots of places. I've even seen that scroll drop in Irenicus' dungeon (2nd floor, shelf in mephit portal room).

    But aside from those random drops and the Wish scrolls deep in Watcher's Keep, there are no 9th level scrolls at all that can be found before Spellhold.

    For the precise reason you are asking the question (becoming more powerful than BioWare intended), there are no other scrolls of 9th level spells in chapters 1-3 beyond what others have mentioned. But is there any other "source" of 9th level spells in the early game? Sure, you can either play a sorcerer or get into HLA territory, either one can give you 9th level spells whenever you wish if you're willing to grind enough XP.
