The door to Dazzo is locked

in Baldur's Gate: Siege of Dragonspear
The door leading to Sergeant Dazzo is locked. So I can’t continue. How do I get the door to open like it’s supposed to? This is on the switch, btw.

    You should have the Dragonspear Vault key to open the door. You get it either from Caelar or the other one, what's his name, her relative.

    The vault door opens just fine. It’s the gate to the staircase that’s locked. I’m pretty sure it’s a glitch.
