Dual Class can't specialise?

Hey, I bought BGEE and BGIIEE lately and decided to complete whole saga again. SO i created Fighter human and at lvl 7 dual- classed him into Thief during BGEE playthrough. I finished up game with FTR7/THI8 character with Long Swords 3, Short Swords 2, Two Weapons 3. Now i am in BG2EE and just turned 12 on my thief was planning to get Long Swords 4 but i can not! I thought that maybe my lvl is too low or something so i used eekeeper to check, and it turns out that i can not specialise at all!! After giving my FTR-THI another 3mil exp i was able to only spend SINGLE point on all the weapons. So it seems i have access to all weapons (from FTR class) but can not specialise or go past that - can get only SINGLE point in each weapon what the heck?

    In the standard rules, a FIghter-X dual class can continue to develop their proficiencies up to the full fighter limit. Once the dual is "complete" and the fighter abilities are back, of course. Kit restrictions still apply (no ranged specialization for Berserkers), and so do ethos restrictions on the new class (no edged weapons for clerics).

    Either something's broken, or you have a mod that's imposing different rules.

    It seems some of tweaks Mod interfere with dual classing mastery. After reinstalling game and not installing tweaks everything came back to normal, tho i liked Jaheria with Two scimitars and scimitar grandmastery.

    Relevant Tweaks Anthology components:
    - Multi-Class Grandmastery (allows fighter multiclasses to go past specialization, and maybe rangers and paladins too)
    - Enforce PnP Proficiency Rules on Dual-Classed Characters (allows dual-classes to go past proficiency only when the class you're gaining levels in is a warrior class)

    These two components, by different authors, are almost certainly not a pair you want to install both of. TA is very much a "pick what you like" mod collection; don't just blanket-install everything.

    That is what i did, just probably installed PnP rules as i forgot it is based on 2nd ed which i didn't have much contact with (i started playing when 3rd ed was introduced). Tho some of the tweaks seems not to work with EE (for example no helmets animation does not work on some characters - Viconia Specifically).
