  If you acquire the quest item before speaking to Bandoth, he won’t give you the quest. Yes, this is a known bug.

  I tried doing it that way as well but it still doesn't work. /J

  It used to be, and might still be, that if in a buggy area and redoing it from a save, one had to clear their cache. So try again from a clean save from another area before upper Dorn’s, but clear your cache before entering.
  
  Or, just skip doing the quest. It’s decent xp, but nothing more. Bandoth’s true value is filling out your mage’s spell book.
