Purchasing issue steam/moneybookers/gamersgate

Hello, I have been wanting to purchase a digital copy of BG:EE. I can only use one payment option - moneybookers (www.moneybookers.com).
The only site that I've found, that sells BG:EE and accepts moneybookers is Gamersgate (http://www.gamersgate.com/DD-BGEE/baldurs-gate-enhanced-edition)
However, I don't like steam and would like to purchase a non-steam copy of BG:EE. Is there a reason why steam is mandatory and will there be an option to purchase a non-steam version from Gamersgate or similar, moneybookers accepting website?

I am confused, why can you only use moneybookers?
Can you not go out and purchase a prepaid Visa/Mastercard? I am pretty sure Beamdog accepts those.

I live in a country where with no prepaid cards and I do not owe a credit card. Also, even if I did, I think a transaction would cost me more than just the price for the game.

If you can set up a PayPal account we do accept payment that way.
