if your internet goes off is there a way to set the beamdog client to offline?

It does it automatically.
If you are online at the time, then only the "limited connectivity" message will be displayed.

You don't need to use the client at all once you've downloaded the game. Just go to your Beamdog\00766 folder (00764 if you're participating in the beta) and run baldur.exe. I set a shortcut so I can quickly run the game without starting the client.
