Make a Elf with 19 dex. But go shortbows, for Shortbow of Gesen. I would reccomend a archer kit, but an assasin is just as good. shortbow + poison weapon is just beastly, lategame you can always just go in and backstab for 250+ dmg.
To be honest, due to the amount of proficiencies points you get, the best archers are usually also melee characters. You just switch from one role to the other. A good example is Korgan, with returning throwing axes.
