Strength Manipulation

Is it an any way detrimental for me to roll my character, drop strength to 3, boost all other stats, then equip the hill giant strength girdle? Will it affect my stats?

    Well, you won't be able to equip anything, including armour, until you get that Girdle.

    Better to dump charisma and use the ring of influence.

    If you're willing to live with 3 STR through the starting dungeon (or are using Dungeon-Be-Gone) I suppose you could do that. I don't recall a situation where you're stripped of gear except for the druid grove challenge, so you should be fine just wearing your belt forever.

    That being said, Charisma is a much better dump-stat.

    Seems kind of anti heroic to have charname with 3 STR. I mean he could barely lift a dagger :)

    Well, Imoen does come with the mage spell Strength (set strength to 18/50) for quite a long time. Jaheira has a druid spell Strength of One, but it's a combat version (set str to 18/75) for a brief period of time. However, you should give the Girdle to a frontline fighter.
