Edit, well she's there now. Not sure why she was gone but she's back. /shrug

    She only appears at certain times of day. 23:30-00:29; 5:30-11:29; and 13:30-18:29 are the times at which she appears. Hover over the pause button to get a tooltip that tells you the time of day.

    She's only around at certain times of day. Some NPCs (like most of the graveyard ones and some in Waukeen's Promenade/Trademeet) only hang around during certain time windows.
