    I can confirm that Move Silently has definitely been fixed. Tested with a DEX 19 halfling. Move Silently capped at 290 at the level-up screen, and at 295 under the influence of Boots of Stealth, Potions of Perception, etc. In all instances, stealth was reliably functional in broad daylight. In other words, no wrapping behaviour. :)
