Weapons who require 18 Strength to be used

Let us take Korgan as an example. In one of his four quick weapon slots there is the "Hammer of Thunderbolts +3". If I give him the "Shield of Balduran" , his Strength is reduced to 17 ,so now he can't use that war hammer. Anyway, if I select the hammer at the bottom of the screen ( where there are the four weapon slots ) , he wields that hammer!!¿¿
Any confirmation?

    Yeah, I think this is supposed to be this way. Or at the very least I can't imagine it being easy to fix. Probably not worth changing this one anyway.
