Is it after Telos departs or do you need to finish all of the other quests?

    When you find a container big enough to store the sphere in.

    I believe the question you're after is at what point can you no longer get locked out of the sphere right @MrBungle?

    I don't know the official answer to this. I'm pretty sure once you get through "graduation" you're good to go, but I may be incorrect.

    I am wondering when is it safe to store gear there without a stronghold quest reset disappearing all of my artifacts?

    I think the Planar Sphere is the only stronghold which doesn't change area codes after finishing the quest, which means you can start shoving things in there as soon as you enter.
