  I suspect. Its a pretty powerful item! You could use Keeper to exchange what you got instead though, and not let those Devs mollycoddle you.

  Not entirely sure what you mean but according to Gamebanshee it's not even located in HoW:

  A number of items were removed from the random loot table by the Heart of Winter expansion. Apparently this was one of them.

  Just a quick comment here.
  
  During the development of IWD:EE we had access to the original design documents which allowed us to determine what content didn't make it into the original game and why. We restored much of the cut content, when it made sense, while staying respectful to the vision of the original developers. For example, we didn't want to bring back items that were deliberately removed for balance reasons, but we did restore content that was cut because of time constraints and items/spells that were left out due to the engine limitations of the original Icewind Dale.

  So original HoW also removed the ring drop location and you didn't revert that because it was intentional for balance reasons? Is that what you are saying?

  Yes.
  
  HoW deliberately removed a number of items (not just this one) and we didn't want to undo that design decision.
