  Intelligence potions can and will allow him to scribe level 9 spells. I suggest trying again to make sure you can, and if not, post a save of this inconsistency in the bug section.

  You can having him drink an intelligence boosting potion and then learn the wanted spells. He still will retain the spells and can cast them even when his intelligence returns to its normal level.

  Isn't it Level 9 spells require Intelligent 18 to cast?

  BG2EE only implements the INT requirement for learning spells. Once the spell is learned, it can be memorized and cast, no matter what the caster's INT score is. So, for casters who are NOT Edwin, keep some INT potions around for scribing level 9 scrolls.

  when you get to TOB you can also use the Golden Ioun Stone head item, which grants +1 Intelligence: I usually throw it around to Imoen and Neera too (until I give it to Caspenar to complete the Circlet of Netheril, that is...)

  you can also rush into Watcher's Keep and get the +1 Intelligence permanet increase there...
