#11494 Nalia should be able to cast a level 6 spell if she joins the party as a level 12 mage

1. Start a new ToB game.
2. C:CreateCreature("nalia13").
3. Ctrl-Q to add Nalia to the party.
4. Open her wizard spell book and turn to the 6th-level spells.
Observed: Nalia has no 6th-level spell slots.
Expected: Nalia should have one 6th-level spell slot.
Level 12 Mages have one instead of zero 6th-level spell slots. See the manuals or MXSPLWIZ.2da.
