I can't promise anything will be done about it, but I'll offer alternative steps to reproduce that follow our typical format, and then tag @Gate70 for reporting:
    1. Start a new Shadows of Amn game, creating a new character
    2. Select Male > Human > Fighter
    3. On the Skills screen, click the + button next to Longsword five times

    Observed
Five pips appear next to Longsword.

    Expected
Four pips appear next to Longsword.

    Notes
A character of level 7 or 8 could not achieve grandmastery in any weapon following the standard rules for character creation. At most, such a character could achieve high mastery (four pips).

If this ends up fixed, then the Abdel character pregen should be changed since it gets five pips for 89,000 XP. It was also the case in BG2 vanilla.
