#18584 [ToB] Culac should react regardless of Neera's actions

Approaching the gnome spider guy with Neera in the party causes the Gnome to ignore you while Neera walks up to speak to you about the webs, rather than having her simply react from where she stands. Only when she has spoken does the gnome begin dialogue.
