Peldvale - Ted and Palin

in Baldur's Gate: Enhanced Edition
Have seen various comments that mention Ted and Palin in the Peldvale area. Are they the same person, with a name change in languages / version (standard vs EE) or have I not met one of them?

    Palin or Ted can be found in Peldvale. Which one you meet depends whether or not you have begun Chapter 3 (Palin if you haven't begun it, and Ted if you have).

    Palin just mentions that his uncle was killed by a monster, but otherwise offers no significant information or interactions.

    If you ask Ted for advice on adventuring, he advises the Firewine Bridge ruins or the bandits in the Coast Way area. A journal entry is created for Firewine Bridge.

    Funny how there is another Palin at Werewolves island. They should probably changed the name

    and then there is a 3rd Palin with aldeth in the first cloak wood area, man that guy gets around a lot
