True, I forgot about the shops. But I generally go to shops to unload, not stock up, hehehe.

Haha guards rush in and theres my low lvl thief cowering behind the sword rack or under a table hugging the shiny sword I tried to take while trying to hide in plain view. The guards/shopkeep just standing there with puzzled looks on their faces...
As everyone else has said - no witness = loot; with witnesses = maybe - as sometimes they don't care and sometimes they take exception to your theft; in a store = most definitely will you be arrested and suffer a rep lost.
Of course stealing is one way to control your rep if you are finding it is getting to high and evil NPCs are complaining - just go to a store/house with witness and attempt a theft and dialogue your way out of it - keeps all those evil NPCs from leaving without having to resort to killing the random guard or farmer.
On a quick side note - I played a rather neutral party with Dorn, Baeloth and Viconia - and even with the decrease they bring to your rep you will eventually gain too much (so many things give you a rep reward which is not that great) and they will leave if you are not paying attention.

Really? I never encountered this. What shops consider it a crime to take stuff from unlocked containers?
I have another question about reputation. If my reputation drops down to 1 and stays at 1, can I actually finish the game? Can I still do quests? Are the spawning Flaming fist gonna be my only real problem?

P.S. Is there a mod that ensures I only lose reputation for killing people if I am seen by someone else? Cause killing people far away from everyone else and still incurring a reputation loss is quite annoying.
I don't see why you couldn't complete the game at Reputation 1. Sure, it'll be a pain, but at least you won't have to worry about the guards during a certain point in the game, considering how you are quite experienced at fighting them.
Losing rep for killing somebody out of sight of anybody else is useful. I wander around looking for some poor isolated peasant/begger, carefully selecting a victim for my muderous deeds, and Edwin, Vic, ect. congratulate me and everybody's happy.
When you get to BG you can blackmail people (get gold + a rep loss, if you are evil this is always good) and do other things to lower your rep.
There is also a mod (bg2 tweak anthology - I think) that allows you to place a few bards in taverns where they will tell tales that make you overly bloody and scary - and as such allowing you to better control your rep by dropped it.
In some of the tents in the Nashkell Carnival the shopkeeper would also turn hostile if you nicked something from the shelves, if I remember correctly. Or was it there? Meh...
Now, the act itself didn't cause a drop in reputation, but killing the shopkeeper did, of course. Like any other shopkeeper.
The weapons merchant at the Nashkell Carnival will call the guards if you look at the stuff on the tables.
I discovered a couple of things when stealing. When a thief picks a lock and steals with a game person in sight it triggers the guard. However if you distract the person out of sight with another character in another part of the floor, the thief can lift the goodies.

Another trick is to open any doors in the house and when the person walks through, shut the door. Or use your party members to box the person in when they reach a place where they can't see the container.
Back in the day when I first played, I would always have my thief hide right before opening the container, then pause immediately when it opened. Take all the stuff while paused then click out of the container and unpause. I don't know whether or not this works (worked), but it made me feel better. It kinda makes sense that it could work, what with timing issues of AI and events and updates and whatnot.
I have another question regarding reputation. If your rep is below 6, you are liable to encounter Flaming fist officers. The question is where? Is it only in civilized places like FAI, Beregost, Nashkel and Baldur's Gate or is it everywhere?

These places. The Flaming Fist is too busy struggling to maintain order (with the iron crisis & all) in these places to both going after you in the wilderness.

It is a crime, however, to unlock something, take its goods, get caught, roll a 20 on the guard and turn him into tiny little giblets.
The moment you open the container that you unlocked, however, "Oh, oh, I'm the bag guy..."

It's such a great song though.
Always thought it suits a lot of the so called evil NPC'S, especially Edwin.
