According to description this should give two additional 1st level divine spells and improve caster level by 1. I'm at lv13 cavalier so I should get 3 more 1st level divine spells, but I only get two?

    Why should you get 3 spells? Because of the 'improving caster level'? Improving caster level only means that spells will be cast with a strength of a lvl 14 paladin, not that you get a third lvl 1 spell (which you do get when your character gets to lvl 14).
