I've noted a stop of the Neera's romance too in about two chapters from where she said me the last thing (not yet ready to continue), I've already done the new area with her quest.
As of patch 2009, it's not working yet. Given, it wasn't mentioned in the release notes, but I figured I would try anyway. I guess we'll have to sit and wait for the next patch
The only way to be sure, is check the Global 'Neera_Romance', using clua console [CLUAConsole:GetGlobal("Neera_Romance","GLOBAL")]. If that is set to 3, you are basically done with her (no more dialogue, except an encounter in the city, if you haven't already experienced that). If it is set to 1 or 2, it means the romance is ongoing and sooner or later, she will speak to you. If it it set to -1, you probably said something to upset her but I'm not sure if that will prevent her from ever speaking to you again (regardless it's not a good sign and should be avoided, if your intention is to keep the romance alive).
I'll check too but as I see the romance ends here and will continue in BGII (that it's not so bad..).

"It is hung" isn't helpful. You need to know either what was the last thing she said, or what value you get from the command: CLUAConsole:GetGlobal("neera_romance","global")
Looking at the dlg file, with my limited knowledge & experience:
The content ends with a "Not yet" statement, so that might be a point of confusion. The global has a value of 3 in this case. There is some debate on whether "mmmm..." counts as a kiss, but that is as intense as things get.
A value of 1 or 2 indicates that the romance is in progress. It looks like the timers are set to have a dialog after 7 or 4 days, but there are a couple of instances where you can have a 1 with the timer set to 30 days (on thin ice, pal...)
I see it set to 0 by one action with a timer of 30 days. If that action is referenced by the dialog, I missed it.
If the global is -1, you pissed her off, and it is over.
So, if the romance seems stuck, check the above variable. If it is a 1 or a 2, try waiting 7 days. You may need rest or rest at an inn, but I don't think so - I'm still learning this infinity engine stuff.
If it is still stuck at this point, then there is probably a bug. Anyone know if it is possible to query the value of the game timer which is used by GlobalTimerExpired?
Right, but there were only two conversations in the 'romance'. After the second conversation the CLUA was at 2, and then it changed to a 3 at some point without my doing anything.
I'm doing a detailed analysis of Neera's scripts (way too much going on to track everything in my head), but I did come across a definite bug that may have some strange side-effects: Neera's out-of-party dialog replaces Dorn's override script with NEERA.BCS when she re-joins the party. Here's a patch.
I'm definitely not sure what I did wrong. Maybe it was going too late on her special quest - I barely survived when I did go there and it probably would have been lights-out for me if I was lower level.
If there is a 'time to do it' requirement, she needs:
1) Dialogue to imply this is time-based (see: Minsc, Khalid/Jaheira and maybe others)
2) The encounter to be level-appropriate for 1-2 level (it isn't)
@Drakkir Using the girdle won't change any romance variables. It'll just prevent the next talk from triggering (if now female) or allow it to trigger (if now male). If the console tells you NEERA_ROMANCE does not exist, it's set to 0 and either the romance hasn't started yet or your character told her to shut up (delays the first talk by 30 days).

This is already caught and fixed, awaiting patch release.
I tried it again - she reacted positively to one of the initial conveations, and then it was randomly set to a 3 after being at a 2 without any additional conversations. Broken.
No, I never removed her from the party. One thing I did try - I tried an old save game and I finished Adoy's Enclave while the romance setting was still at 2 and it seemed to work properly, so there may actually be a timer. Is the last item between CHARNAME and Neera 'Watch what I say'? I think I made it to the end.
The last text in the romance is: No, not just yet. It's so exhilarating, and I'd been hoping for it for some time... let's return to this subject later, when we have more time to enjoy it.
There are timers, but they are "wait until" timers (wait 3 days before talking, wait 4 days, etc), not "do this before" timers (like Jaheria/Khalid, Minsc, Edwin, etc).
After I complete Neera's side quest, the available speech options only seem to allow for a response from her which accuses me of being selfish. I can't remember the specific line, but she says something along the lines of: "Well of course it's all about YOU". I've worked really hard to be nice to her on every occasion, but this just seems like I can't win on my dialogue choice and I cannot be asked to go back and fight those wizards again and again. Did anyone have a more positive response from her following this dialogue?

If you have dropped her from your party and added her back, put my patch in the override folder and drop/add her again, and see if that helps.
