Thief cant Steal from merchant ?

Hello,

is this a bug, or nor?

Cant Steal from Merchant with my Thief :-(

In the First Map, its work, but after leave the Start Map, cant Steal Items from any Merchant.

    Most merchants can't be stolen from. There are some in Nashkel you can try your skill on.
