it doesn't give an extra ARP - if your ARP isn't a round number, it simply rounds it up (and fucks up haste from spell)... in other words, 5/2 (aka 2,5) becomes 3, 3/2 (aka 1,5) becomes 2 - but your cleric with 1 APR won't gain an extra attack, neither would a lvl 7 dual wielding fighter with his 3 APR (and haste would work normally on them too).

Still needs fixing, though and shouldn't interfere with Haste spell
It's worth mentioning that if magical footwear didn't haste the rest of your body accordingly, your pelvis would probably not survive long. Think "seven league boots" without the implied secondary power.
Off I've seen that the word "rape" is now quasi-banned. It is accepatble however if I could choose a word it would be "cheesy". It's doesn't means anything except some magical "ultima ratio" for makeing something weaker. Of course for balance or something like that. (Anytime I heard Jaheira talking about balance, she got a magic missile from me in BG2) Playing BG is about getting overpowered items/being cheesy. You start as weakling and in the end you are a demigod, and since there is some "cheesy" item/tactic for every class that will give the game true balance. So fixing bug is a good thing, but there are limits. I can accept the boots of speed fix. But they are far from "cheesy". Sorry about that. /Endoff

Cheat??? I never cheated, and I won't try it ever. This wasn't about the boots itself. You missed my point. (though I can imagine that the boot smells like cheese haha....well) One can argue that finding out new "cheesy" tactics, is also can be interpreted as "think my way out of" as you called it, however I play the game as a strict purist. Hell, I don't even use potions, wands, magical ammo, anything that is limited... And I still believe that is far from OP (or even if it is it's not really a problem) most of the time it just about moving faster for a single person, and I usually start battles with casting haste spell anyway.
