From what I see, Feldpost Inn buys most things that others will not buy. But you can't steal there, so it's no good for recharging that way. I haven't tried selling the harp in Nashkel, but that store does buy wands and they can be stolen back.
The Nashkel store does not buy wands. The only store that buys wands and "allows" theft is the southern General Store in SW Baldur's Gate.

Though once stolen back, Black Lilly is the only place where you can then sell them again, I think. Not necessarily a problem, but something to be aware of.

Surprisingly, Ulgoth's Beard won't buy it back. Feldepost, Winthrop, Thalantyr, and Sorcerous Sundries will, however. Winthrop is the only one of these you can steal from.

I bought the One Gift Lost on the carnival, then stupid Xzar walked into the exploding ogre and I needed gold to revive him. So I sold the amulet in Nashkel; it was the only "luxury" I could spare. But: I hadn't used it, meaning it still had all charges. I don't know if that makes a difference. I basically sold an untouched item and there was nothing to refill. Assuming it has the maximum of possible charges when you buy it on the carnival.

I don't think everything you buy has the maximum amount of charges it *can* have, the Shield Amulet has loads more charges when you sell it and re-buy it, though is also much more expensive because of that, unless of course you steal it...
