Well the iPad app cost $10, and the PC version was about $20. With all of the in-app purchases (portraits, voices, characters) the iPad version costs about $20. Without the ~$10 extra worth of in app purchases, the iPad version is missing stuff compared to the PC version. The way I see it, they came with the base game, but the iPad got a reduced cost by ditching some features as "mandatory". Maybe unnecessary, but all things said in done the games are basically the same price.
