    Both of those are incorrect, except in very specific situations. I believe the strength bonus bit is referring to the fact that in vanilla BG1, the Eagle Bow (Shortbow +2) erroneously allowed for strength bonuses. This has been fixed for BG:EE. The idea that shortbows get more APR likely stems from the Tuigan Bow (shortbow) in BG2, which grants +1APR. Otherwise shortbows and longbows get the same APR.
