Clearly Overhaul's Staff does not drink enough...
Or they would have included a Drunken Fist monk kit.
The intoxication effects already appear to be built into the gaming engine, so what would be needed would be for the Drunken Fist monk to perform at something like -30% to THACO penalty and -30% damage penalty and -30% AC penalty when sober.
As the Drunken Fist monks gets progressively drunk, it switches to +10% to +20% to +30%. Or something akin.

Perhaps Jackie Chan's best early martial arts film was Drunken Master (1978), directed by the legendary Yuen Woo-ping. For those that have seen The Matrix, Yuen Woo-ping handled the martial arts choreography.
Can you imagine how hilarious it would be to hit the various bars to purchase liquor for gaming purposes... and have your monk get intoxicated and kick serious booty?

But it's a good idea for a mod, it'd only have to introduce drinks that you can purchase and carry on your inventory, otherwise those monks would be useless in dungeons or in the wilderness.
