When you notice his "final" line he will eventually exhaust that too. You can speed up the process by talking to him over and over a dozen times. He actually gives up then and even grants you xp before buggering off forever.
You can murder him for no rep penalty. You'll only miss out on something like 200 xp, and it's far less annoying.
Thinking about it, that's probably one of the most controversial instances of killing in a roleplaying game - it's OK because that guy's an annoying blabbermouth. He's not a liar, thief, thug, or muderer, just someone who can't shut up. And noone objects when you murder him. :P

Gee, you sure are patient. I've run out of things to say.
As if somebody playing has got to the 19th time he says "what about now" and is anxiously waiting to see what happens next.
I did the same thing in the city of Baldur's Gate once.
Now I just chunk him into dog food...
