A non targetable container at Candlekeep

Hi,
Encountered behavior: not sure about this one but I found a container at Candlekeep that couldn't be targeted / opened.
Expected behavior: all visible containers can be opened. (Not sure if this box could be opened in vanilla.)

    There are actually many visible containers in the game that can't be opened. However, most of them are part of a cluster of containers, where you can only open a couple (e.g. a group of 5 barrels, but you can only open 1 or 2), so I guess this is a little different. Still, I think it's a bit of a stretch to call it a bug.
