    I managed to recruit Minsc this time, with 12 in Charisma, had 10 from start and 2+ from the cloak.

    probably one of your crew members should have 12+ charisma they are very charismatic for some weird reason but lacking other stats

    Looking back at things, you probably don't need more tehn 7 in Charisma.
    Because, you can pickpocket the cloack that grant 2+ charisma in Boregost in the start at an inn.
    Then just a bit further at Gnoll Fort you can improve your charisma permanently with 1+ from the tome in the cave.

    At 10+ you have no penalty for reaction to NPC etc.
