Fullscreen problem in the Windows Version

I just bought the game in Steam and already feel disappointed. A fullscreen bug right in the Main Menu. I recorded it, hope it gets solved.

ps.: I searched the bug list and didn't find any related bug reports.

Tried disabling Steam Community In-Game, still got the problem.
My dxdiag, maybe it will help.

That is... weird. So does this only happen in full screen? Do you have the latest drivers for your graphics card? What is your graphics card?

@Cerevant Do you know anything about this issue? I couldn't find anything like it reported in the tracker.

@Cerevant Indeed, disabling "hardware mouse cursor" solved the problem with the menu. Thanks a lot for pointing out, now even steam overlay is working appropriately.

Just a minor (but annoying) glitch persists: during the animation (on the borders, the menu is still blinking, probably because I use 1080p and the animation can't fill the whole screen.
