I AM the law.

Will reputation carry over from BG1 to BG2?

No. In BG2 the action moves to Amn. They don't care about some backwater Sword Coast hick. ;-)

That seems rather Norman of them, especially since this backwater hick is responsible for preventing a war with them.

Your starting reputation is based on your alignment; higher for good and neutral ones than evil. Not sure how law/chaos affects it if at all.

fantasy does not follow the neo-liberal cliche that all war is bad. Preventing a war may well be regarded as a dick move by some people.

I vaguely remember reading that during the events of Baldur's Gate 1, Amn was dealing with some sort of internal revolt, and hence did not have its forces focused on its northern front.

Otherwise, intuitively, I'd imagine an empire would be militarily superior to what is essentially a city-state.

If you had some absolutely villainous rep in BG1 you would be happy it doesn't carry over. ;p

As far as I understand it, they are still working on a patch where a some of choises you made have an impact on BG2:EE.
With or without the patch you will start with the chosen alignment. You are the new one in a town full of people with different customs and laws. Why should they instantly see you as the big fish you certainly were in a faraway place?
