Fighters that dual class to another one, have no access to the fighter Stronghold. I assume this is a bug, since it did not happen in the original game.
The bug occurs regardless of whether your fighter levels are active, or not.

If you mean multi-class, I believe this is intended. I'm not sure what exactly the "hierarchy" is, but I seem to remember fighter being way down the list...perhaps at the bottom...such that you ONLY get the Fighter stronghold if you are playing a single class fighter (or monk I think).
If you mean Dual Class, however, I would think that should go by your switched to class. If you were a thief and switched to a Fighter, I would think it would take fighter as your class. If, however you were a Fighter and switched to, say, a mage, I would think it would take Mage...regardless of whether or not your fighter levels are active or not.
Please confirm the following for me:
Are both of your classes active or is one inactive?
What class is Inactive? (If Any)
What class is Active? (One or Both And what Are they?)
In what order did you get your classes? (e.g. Fighter to level 5 then switched to Mage to level 7 - Current)
Note: If you have both classes active (say Mage and Fighter) the hierarchy they apply for Multi-class characters may be being applied for Dual Class characters as well.
Please let me know the details of what you're experiencing and we'll get a bug filed for it.
In your reply, please @ me.
I was a Human Fighter 9, dualed to Cleric. I tried to finish the quest at Cleric 8, with inactive fighter levels, which resulted in not getting the stronghold, and then i finished it at Cleric 10 with active Berserker levels. The same thing, no stronghold.
In the vanilla game, the same thing resulted in getting both options for strongholds, first and second class, although after you chose it, the other was over. Or at least, that is how i remember it.
Was it intended in EE, that Fighter->Whatever dual and multis don't get the Stronghold?
Because, in my opinion, i'm still a Fighter, and should be getting it, like in vanilla.
Can you upload a save game from prior to ending the quest?
I tried going back to the keep a week later(ingame time) to see if that would fix it and bring up the dialog. But nopes.
Tempel of Helm did offer me a very important position as advisor though.
But, do you think the problem is with the Berserker kit specifically, and not Fighter in general?
In my other thread about this, @Emptiness described the same problem with a Berserker 9/Druid 11, so it makes me wonder. I also forgot to add that my character at the time was Berserker 9/Cleric 8, and i tried it again, before completing the quest by making him Berserker 9/Cleric 10.
