    There are many of them available for purchase from various merchants around the game. I believe there is one in the adventurer's mart available from the lady in the corner who sells scrolls.

    Scroll merchant on Waukeen's Promenade is the earliest one.

    There's also one sold by a street vendor in the Docks district. They're certainly not hard to find.
