Currently, 3 pips can be allocated in Two Weapons Style and 2 pips in Two Handed Weapon Style, One Handed Weapon Style and Swords and Shield Weapon Style. I propose all type of weapons style get 3 pips. My recommendations for the 3rd Pip:
Two Handed Weapon Style:
+1/2 Attack using a two-handed weapon
(effectively +1 damage, -4 speed, critical on 19, +1/2 attack)
One Handed Weapon Style:
+1 damage using a one-handed weapon
+1 AC
(effectively +3 AC, critical roll on 19, +1 damage)
Swords and Shield Weapon Style:
+2 AC bonus against piercing, slashing and blunt
(effectively +2 AC and +2 AC bonus against missiles)
Two Weapons Style:
(effectively -2 Thaco penalty with Offhand weapon)
Two Handed Weapon Style:
+1/2 Attack using a two-handed weapon
(effectively +1 damage, -4 speed, critical on 19, +1/2 attack)
One Handed Weapon Style:
+1 damage using a one-handed weapon
+1 AC
(effectively +3 AC, critical roll on 19, +1 damage)
Swords and Shield Weapon Style:
+2 AC bonus against piercing, slashing and blunt
(effectively +2 AC and +2 AC bonus against missiles)
Two Weapons Style:
(effectively -2 Thaco penalty with Offhand weapon)

Not only that, single and two-handed spec, are actually MUCH stronger then they're supposed to be, due to that doubling of crit chance on hte first point, which neither is supposed to have.
So in other words.
Two-weapon is weaker then it's supposed to be (requiring an extra pip for full strength)
Single and Two-handed are stronger then they should be (and since they're front loaded, NO ONE takes more then 1 pip for single/two-handed since it's not worth spending another point on them).
And Sword and Shield is exactly as it should be.
