Anomen quest bug

Having an issue with Anomen's quest... Terl comes into frame but doesn't say anything.

And when I try to initiate dialog with him it just says "Terl appears busy".

Tried resting several times or leaving an area and then coming back into one... but no luck

I've attached my game file.

My OS is - Windows 7 Home Premium - 64bit OS.

Any help would be helpful.
