However, it should be noted that there are two different kinds of "berserk states" - one is an involuntary reaction that causes a character to become uncontrollable, such as that which results from a morale failure, and the other is a special ability that grants bonuses, usable by certain warrior classes. Minsc's is unique in that it combines both of these types, but I think it makes sense that the Exaltation could "cure" the first while leaving the latter untouched.
Yeah, this is a pretty good summation of the issue. I'm inclined to leave it how it is, though I don't like how Minsc gets a free two turns of berserk from an ability designed to last one turn. I don't think there's really a good way to address that, though.
I think of Exaltation as your low-level ability for BGEE, with Divine Favor eventually surpassing it in usefulness as the party reaches BGIIEE. Status effects can easily kill a low-level party; once you level a bit, the better saves and equipment makes it a much smaller problem. On the other hand +1 thac0/damage isn't much early on, but will steadily grow as you go along.
But that's also why playtesting is important. You know someone's going to build some crazy mage/kensai + five priests of Try party that can one-shot Demogorgon and make me very sad.

It's possible that he doesn't - keep in mind that I would only cast it on Minsc after he had become uncontrollable during his berserk state, so he was already a short while into the state when the spell was cast. I also had some trouble getting him to lose control, presumably because there weren't any enemies around and the civilians often didn't turn hostile.
