Is it just me or is Draw Upon Holy Might nerfed?

in Baldur's Gate II: Enhanced Edition
I have Dorn at level 11 and he only gets +1 to each stat, when he should get +1 for every 3 levels...

    Paladins (and by extension Blackguards) cast spells as though they are 9 (I think) levels lower than their true level. So Dorn is casting DUHM as though a 2nd level cleric, not 11th.

    Well, maybe if we keep QQing about this, it will get buffed in the next balance-patch.
    Oh wait...this is not an MMORPG!

    Very close but its actually 8 levels lower. For rangers its 7 levels lower.
