Is pickpocketing hardcoded?

Obviously thieves and bards can pick pocket, is it possible to give that ability to anyone else?

    I don't think it is possible.

    Things like this are hardcoded based on the class. So if you wanted to give a druid a bard song this wouldn't be possible (as I understand it).
